A man from Manton is being held on more than a million dollars bail for the alleged torture of a woman. The 56-year-old victim, whose name is being kept confidential, has told Tehama County Sheriff’s Detectives that 53-year-old Carl Chance Arnel held her captive at a home on Ponderosa Way in Manton for several days. During that time he allegedly punched her, kicked her, and used a metal pipe to beat her. She said he also drenched her in gasoline and threatened to set her on fire, and threatened her with a loaded shotgun repeatedly. She was treated for her injuries at Saint Elizabeth Hospital. Arnel was arrested at his home and booked into jail.
