CHP: Assistant Chief Under Investigation After Apparent Road Rage Incident

The California Highway Patrol confirms that a high ranking official based in Redding is under investigation.  Friday evening a big rig trucker’s dash cam captured footage that briefly shows the conclusion of an apparent road rage incident.  In the video, the westbound truck crests the top of the Knighton Road overpass in time to see a man fall from where he had been standing on the running board of an eastbound big rig dual tanker truck.  The man is clearly unconscious as he falls straight to the ground, his body limp, and bounces on the asphalt.  Another man remains standing on the running board and reaches in the driver’s window with what appear to be punches before stepping down to assist the man on the ground.  The truck then pulls away and goes around the car blocking its way.  The unconscious man was apparently Todd Garr, Assistant Chief of the CHP Northern Division office in Redding.  What the video depicts was the end of what apparently had been a road rage incident, the details of which are unclear because the trucker claims not to know what brought on the altercation.  Garr, who was off duty at the time, is not available to comment while the investigation is underway.  A captain at CHP Headquarters in Sacramento tells KQMS that Garr is still an employee of the CHP, but he could not legally say if Garr is on administrative leave or not.  The captain also expresses concern that the alleged conduct does not reflect poorly on the CHP.
