Woman Arrested After Alleged Racially Charged Attacked

A 49-year-old Redding woman who made a spectacle at city hall a few months ago has been arrested for an incident at the Redding Library. On May 23rd Forcep Birkle was bathing naked in the fountain in front of city hall. She then took the American Flag down and destroyed it before storming inside, intending to break windows at the mayors office with a river rock she had in her hand. She didn’t make it upstairs, but used the rock to break picture frames of past Redding mayors before grabbing another flag and heading out the south doors, where she was captured and subdued. Birkle is on felony probation from that incident and as a condition she’s not allowed at city hall or the library, where she had broken a window that day. At around Noon Wednesday staff at the library called police because Birkle was back. She got angry at the staff when told to leave and allegedly started threatening security officer Michael Wilson because she thought he was Mexican, which she didn’t like. Birkle reportedly threatened to beat up Wilson, then spat on him and started punching him. He used pepper spray to repel her and she walked away, allegedly continuing to spew hatred through racial slurs and death threats. Birkle was found behind the library and booked into jail for criminal threats based on perceived ethnicity, terrorist threats, battery and a felony probation violation.
