Bella Vista Man Fined Over $140-Thousand By Water Control Board

A substantial fine has been levied against a Shasta County man for muddying up Little Cow Creek with his preparations for marijuana cultivation on his Bella Vista property. The action against Larry Gasper comes after he allegedly ignored a cleanup and abatement order issued in June of last year. The Central Valley Regional Water Quality Control Board says Gasper could’ve resolved the issue quickly and inexpensively if he had complied last year. He apparently avoided being contacted by the board, and the delay in stopping the sediment discharge has exacerbated the impact to surface water and aquatic habitat. The civil liability totals $143,640.
