A man was arrested after alleged indecent behavior next to a Redding elementary school. At around Noon Tuesday staff at Cypress School saw a man who seemed to be acting suspiciously near the Cypress Avenue campus. As they got a better look at the man they could see that he was masturbating while looking through the chain-link fence at the children on the playground. As they were calling police, the man left on foot. Officers swarmed into the surrounding neighborhood to try and find the man. They apprehended 48-year-old James Wayne Watkins at Pine and South Streets. Witnesses from the school said he was the same man they had seen through the fence. Watkins is on post-release supervision for bringing drugs into a jail. He also has prior arrests around the state, including for indecent exposure in Sacramento in February.
