Three registered sex offenders were arrested on Halloween Night. The annual operation has local law enforcement officers checking to see if offenders are complying with the terms of their prison release. Six teams knocked on doors to make sure that lights were off, there were no Halloween decorations, and they weren’t handing out candy to children. Of the 30 offenders contacted just three were found to be in non-compliance. 55-year-old Donald Winzel Clovis Jr. of Anderson was arrested for failing to register. 23-year-old Sebastian Desean Frank Schneible of Redding was allegedly dressed in a Halloween costume and was found to be trick or treating near his home, and 55-year-old Michael Lee Vaughn of Shingletown was arrested for violating the terms of his probation.
