Update: Authorities Identify Man Shot And Killed By Redding Police

The identity of the man shot and killed by police Monday afternoon has been released. He’s been identified as 32-year-old Phayvanh Inthavong of Redding. Several officers responded to a report of a man with a baby stroller and a handgun. When he saw them, Inthavong fled on foot. While going through a green belt north of Arizona Street, he passed by two young children, 4 and 5 years old who were playing. He grabbed one of the children by the shoulder and when confronted by the child’s father, let the child go. He then entered an occupied residence on Arizona Street as officers continued to chase him. Once inside, Inthavong got into a physical altercation with at least four occupants as officers surrounded the residence. At one point, he grabbed a 12-year-old, apparently using the child as a human shield. Officers could see through a window that he was armed with a handgun. After repeated announcements from a public address system, Inthavong exited the residence through a window. He started to flee over a fence and pointed the handgun at an officer. Multiple officers fired their weapons, striking him. Inthavong was pronounced dead at the scene. Detectives and investigators confirmed there was no child in the stroller. Inthavong had prior convictions and had just been released from jail last Wednesday. The Shasta County Sheriff’s Office Major Crimes Unit is investigating. None of the occupants at the residence were seriously hurt.
