DA Says Officers Use Of Deadly Force Was Justified

The Shasta County District Attorney has concluded that Redding Police acted properly in an officer-involved shooting that left a man dead. Last February, several officers responded to a report of a man with a baby stroller and a handgun. When he saw officers, 32-year-old Phayvanh Inthavong fled on foot. He then entered an occupied residence on Arizona Street as officers continued to chase him. Once inside, Inthavong got into a physical altercation with at least four occupants as officers surrounded the residence. At one point, he grabbed a 12-year-old, causing minor injuries. Officers could see through a window that he was armed with a handgun. After repeated announcements from a public address system, Inthavong exited through a window. He started to flee over a fence and pointed the handgun at an officer about 45 feet away. Two officers fired their weapons, striking Inthavong, who was pronounced dead at the scene. An empty 25 caliber pistol was found near his body. A blood test revealed he had Mehtaphetamine and Marijuana in his system. The D.A. concluded that the officers who fired at him were justified in their use of deadly force.
