Redding Police used an underage decoy to bust some people for buying alcohol for a minor Thursday. The shoulder tap operation involves the minor approaching people in a store parking lot and asking them to make a purchase. A 62-year-old woman, a 30-year-old man and a 35-year-old man were cited. The RPD has not said how many people denied the request.
