A man who stopped in the middle of the road south of Redding to tie his shoe was seriously injured when he was hit by a car. A little after 10PM Saturday night 31-year-old Robert Franklin was walking on Riverland Drive when he stopped in the middle of the road to tie his shoe. 29-year-old Tamia Wilcox came along and, not seeing the crouched-over man in time, struck him with her car. The CHP says she was not speeding and wasn’t under the influence of anything. Franklin was transported to a hospital with two broken legs.
