Murder Suspect Captured At Redding Homeless Camp

A Redding man suspected in the stabbing death of a man in far Northeastern Shasta County has been captured. Just after 5 O’clock Monday, deputies were sent to a home in the tiny Community of Dana. They found evidence of a fight inside the house, and 28-year-old Neilon Welch of Fall River Mills was on the floor dead. Detectives got an arrest warrant for 29-year-old Richard Lee Duvall the Second, and they notified the public to be on the lookout for him. At 9:36AM Thursday morning Duvall was found in a homeless camp near Lagoon Drive and Riverview Drive in Redding. He was taken into custody and booked into Shasta County Jail for murder. His bail is set at 1 Million Dollars. Anyone with information that may be helpful is asked to contact the Sheriff’s Office Major Crimes Unit at 245-6135.
