Water has been a point of desperate contention for the Hmong Community in the area, as the county has tried to thwart cannabis growers by denying them water through a well drilling moratorium and a ban on hauling more than 100 gallons of water at a time. The situation became dangerous when the Lava Fire tore into the community. Tuesday’s sudden rains turned the usually dry Whitney Creek into a torrent, prompting a flash flood warning for Juniper Terrace Road and Rising Hill Road.
