Officers Stop Masked Bandit Before Attempted Robbery

Two Redding Police Officers stopped a man from robbing a check cashing business Tuesday morning. At 8:10AM Officer Bryan Cowan saw a man wearing a costume mask driving a 1990’s model Ford pickup near the intersection of Cypress and Bechelli. The officer watched as the truck parked near Northstate Check Exchange next to Lumberjacks Restaurant. Officer Cowan and Officer Nick Weaver contacted 57-year-old Michael Scott Skinner and determined he had a warrant and was driving on a suspended license. Officers searched the truck and found a replica handgun that had been altered to look like a real gun, rubber gloves, a suit jacket, and a hat that was made to fit over the mask that skinner was wearing. During questioning, Skinner allegedly admitted that he was planning to rob Northstate Check Exchange in retaliation after he was been caught last week trying to cash a fictitious check at the business. Skinner was booked into the Shasta County Jail.
