Parolee Arrested Twice In Two Days

A 31-year-old parolee was chased and caught twice in the last two days in the same area. On Wednesday Deputy Tom Fleming and Thor the K-9 were patrolling the Riverland Drive area when he saw a man on a bicycle. When the rider saw the deputy he left the road and barreled into some heavy brush. The deputy called for help and other deputies saw the man near the river’s edge trying to duck and hide. He was told to walk toward the deputies, which he eventually did. He identified himself as Joseph Paul Stephens and said he was on parole, so deputies searched him and the bushes where he was hiding, reportedly finding numerous syringes. Stephens was arrested for being on drugs and possession of drug paraphernalia. He was released from jail early Thursday morning. At 6:15AM deputies were sent to the area of West Niles Lane on reports of a man prowling around homes. They didn’t find anyone, but told the reporting party to call back if the prowler was seen again. A short time later deputies were called back to the area and found that it was, in fact, Stephens. He ran again, crossing Interstate 5 and running toward the T.A. Truck Stop. He was eventually found along Churn Creek Road just north of Knighton and arrested again. This time, the jail kept him.
