DA’s Office Will Fight Early Releases Of Prisoners Under Prop 57

The early release of prisoners convicted of serious felonies is the inevitable fallout from Proposition 57, and the Shasta County District Attorney’s Office says that day has come. State Corrections officials have notified the office that 19 prisoners from here may be back much sooner than expected. Prop 57 makes those guilty of a list of crimes considered non-violent eligible for release after they’ve served the time for their primary offense. Among them are Daniel Hannah, sentenced to 12 years in 2012 for stealing over $100,000 worth of property from an elderly woman. Willard Daniels, who has a violent history, was sentenced to 12 years in 2009 for criminal threats and assault. Another is James Koenig, who orchestrated a $250 Million Ponzi scheme that bilked mostly elderly victims out of their retirement savings. To be released, the prisoners will need to pass behavior based public safety screening before a hearing is held. The D.A.’s Office will go through the hearing process to make it more difficult for the prisoners to walk free years early.
