A Corning man has been arrested on charges alleging he raped a young child. 29-year-old Kao Siew Saetern was taken into custody Friday morning after Corning Police were called by Tehama County Child Protective Services. Both agencies investigated and determined that Saetern had been committing forcible sexual assault against a child under the age of 14. He’s been booked into jail on $100,000 bail. The child is being cared for by CPS.
