APD: Man With 17 Warrants Arrested Outside of Walmart

A chronic thief has been arrested in Anderson. Tuesday night, Anderson Police Officers responded to Walmart after loss prevention agents recognized a frequent visitor, 32-year-old Charles Scott Whitley, in the store. Whitley has stolen from the business on multiple occasions. Officers found him in the parking lot. After discovering that Whitley had 17 misdemeanor arrest warrants, he was arrested. Whitley has a long history of thievery. He was one of Anderson’s first chronic offender accountability program designated offenders. He completed a jail term and was then released to complete an out-of-custody drug treatment program. Whitley failed to complete the program and now faces a second lengthy county jail sentence.
