Redding Police, with help and funding from the State Alcoholic Beverage Control Agency, did a series of underage alcohol stings Sunday afternoon. It was a “Shoulder Tap” operation, which involves having the underage person approach customers on their way in to stores and ask them to make a purchase, making clear to the target that it’s because of age. Four people were cited for agreeing to make the purchase. One of them, 61-year-old Steven Lewis, is on parole. Police say two of the targets wanted to keep the money so they stole the booze to give to the decoy. 19-year-old Christova Bell reportedly did that at the Downtown Safeway, and 35-year-old Raylon Gibbs, a parolee from Oroville, did it at the Enterprise Safeway. They were both cited for providing alcohol as well as for larceny.
