The Tehama County District Attorney’s Office has cleared Red Bluff Police in the shooting death of a man last February. Officers were called to the Meadow Vista Apartments and reported being fired on by 38-year-old Alex Francisco Vazquez. They returned fire and Vasquez was hit. He lay bleeding for hours as officers negotiated. He claimed he was paralyzed and could not drop his gun. Eventually he was approached and shot multiple times. Prior convictions against Vasquez were mostly for selling drugs
